RAROLC programs are developed jointly by the Russian and American partnerships in direct response to the needs of each community. Partnerships have sponsored events that cover programs as diverse as implementation of jury trials, real property title registration, collection of judgments, international business transactions, and ethics for lawyers and judges. Rule of Law partnerships have worked on programs to help automate courts, disseminate court decisions, provide legal assistance to the indigent, develop law school curricula, and institute law school programs such as legal clinics.

Such programs typically include Russian national experts from the Russia Supreme Court, Supreme Arbitrazh Court or Constitutional Court or other national institutions such as the Ministry of Justice, Russian Parliament, Prosecutor General’s Office or Academy of Justice, and United States experts from the American partner states.
