The Vermont Karelia Rule of Law Project (VKRoLP) began in November 1991 and was the first of the sister state legal partnerships that now comprise the Russian American Rule of Law Consortium.
VKRoLP is committed to supporting the development of Russian rule of law by developing programs that focus on subjects deemed timely and relevant by the Karelian legal community. Programs are delivered primarily by Russians and for Russians, with reference to the American legal experience only where appropriate. The partnership assists with initiatives that clearly will benefit from external support and attention.
Since its beginning, the partnership has provided assistance in the following areas: Bar association creation; adversarial methods; judicial training for the Courts of General Jurisdiction and the Arbitrazh Courts; prosecutorial training; advocate training; law school support; legal clinic creation; court administration; real property reform; environmental protection; and information technology.
At the center of the VKRoLP mission is the belief that rule of law is best served by a unified legal profession. VKRoLP enjoys close personal and professional relationships with all segments of the Karelian legal profession. The partnership’s primary goals for the future are to sustain the model that has been created in Karelia and then to ensure that it sustains itself.
