The Sakhalin-Oregon Rule of Law partnership was formed in 2002 when, at request from USAID, RAROLC helped to establish partnership relations between the two legal communities.
Since 2002 the partnership has worked to support the implementation of jury trials in Sakhalin Oblast during its most critical initial stage. To achieve this objective the legal communities in Sakhalin Oblast and the state of Oregon, in partnership with the Russian American Rule of Law Consortium, established a Jury Trial Center in Sakhalin Oblast.
The partnership’s main work has been the:
- Development of a Sakhalin Oregon Justice College program in Oregon for Sakhalin delegation of judges, procurators and defense attorneys. The program examined operation of jury trials and functions of the defense attorneys, prosecutors and judges in adversarial system through lectures, presentations, discussion groups and mock trials. The program was videotaped and 30 hours of video materials were developed for future training programs. To learn more about this program and review the materials associated with it, click here.
- Purchase of equipment for Sakhalin regional court, procuracy and defense council to implement jury trials.
- Holding of jury trial conference in Sakhalin for judges, procurators, advocates and court staff that regularly participate in jury trials.
- Development of jury trial course curriculum for the law school.
- Development of education programs about jury trials and jury trial service for the public and regional political leaders.
- Development of jury trial journal to provide information to legal professionals about important decisions of the Russia Supreme Court and Sakhalin Oblast Court on jury trial issues and other significant jury trial news.
These activities were funded by USAID, Open World and FRAEC.
