Introduction RAROLC in the News Steering Committees Events	The New Hampshire Vologda Rule of Law Partnership began in 1998. Consistent with the philosophy of RAROLC, the partnership is committed to supporting the development of the rule of law in Russia by fostering programs that focus on subjects that Vologdans determine are timely and relevant to their legal community. Programs are conceived and delivered primarily by Russians and for Russians, with reference to the American legal experience only where appropriate. Since its beginning, the partnership has provided assistance in the following areas: judicial education, court administration, information technology, real property reform, law school support, and advocate training.
