The partnership between the state of Massachusetts and Tomsk began in 2001 with the goal of providing presentations and discussions on a diverse range of legal topics. Each delegation includes at least one former RAROLC participant along with a number of delegates new to the project.
The partnership’s programs have involved a number of aspects of the legal and judicial system, including mediation of business disputes, ethics, trial advocacy, domestic violence, bail and sentencing decisions, private land ownership disputes, and the juvenile court system.
The group has worked with judges, students and professors at Tomsk State University on jury trial demonstrations, and made visits to pre-trial and post trial juvenile detention facilities.
