In 2001 Chief Justices of Alaska and Khabarovsk Kray with support from RAROLC established the Khabarovsk/Alaska Rule of Law Partnership. Since then the partnership brought together over 200 Khabarovsk and Alaskan legal professionals including attorneys, judges, prosecutors, and law faculty.
Through numerous exchanges, conferences and workshops the partners have addressed issues such as judicial reform legislation, ethics, court administration, court and community relations, governance of the legal profession, and continuing legal education. In addition, the Khabarovsk State Academy of Economics and Law received a grant from FRAEC for a jury trial support project in 2003-04 that also involved the Alaska court system as a resource. The main goal of the jury project was to help reduce or eliminate the barriers to effective implementation of jury trials in Khabarovsk Krai.
In 2005, the Alaska-Khabarovsk partnership and the Oregon-Sakhalin legal partnership jointly conducted a two-week jury trial training program for law students from Khabarovsk, Sakhalin and Vladivostok Law Schools and a three-day all RFE Conference for Arbitrazh Courts. .
In 2006 the partnership is planning to focus on Human Trafficking, Child Protection, and Public Accountability and Ethics issues.
The partnership activities were funded by USAID, Open World and FRAEC. Some of the programs were conducted jointly with ABA/CEELI and Chemonics.
