This is the third issue of the RAROLC Bulletin, release in December, 2004. It features the following articles:
1. Article by Mr. Kalinin, an advocate of the Arkhangelsk Oblast Chamber of Advocates about his trip to the States within the Open World program in November 2003.
2. Article by Mr.Tarasov, Deputy Chief Judge of the Novgorod City Court and chair of the Council of Judges of Novgorod Oblast, about his trip to the States within the Open World program in September 2001 and implementation of the procedures he had learned during the study trip in Novgorod.
3. Article by Mr. Andreev, an advocate of the Novgorod Collegium of Advocates “Jurservis” about his trip to the States within the Open World program in March 2004 and the impact that the trip had on the overall operation of JURSERVIS.
4. Article by one of the reporters of the newspaper “Vologdskiye Novosti” (Vologda Digest) Ms.Svetlana Vetrova about the status of the problem in Vologda Oblast at present and the domestic violence element of the Vologda/New Hampshire partnership.
5. Article by Mr.Degtiariov, Jugde of the Vologda Oblast Court and the head of the Qualification Collegium of Judges of Vologda Oblast, about the seminar conducted jointly with New Hampshire partners in Vologda in March 2004.
6. Translation of the article by Judge McGuire “The New Hampshire-Vologda Rule of Law Partnership: Witnesses at a New Russian Revolution”, published in the New Hampshire Bar Journal in June 2003;
7. Article by Mr.Zhurba, Judge of the Vologda Oblast Court, about his trip to the States within the Open World program in June 2003.
8. Article by Ms.Tatiana Malaya, professor at the Chair of Civil Law and Procedure of the Arkhangelsk State Technological University, about her trip to the States within the Open World program.

Третий выпуск информационного бюллетеня РАПП вышел в декабре 2004 года.
Основное место в 3-ем выпуске занимают традиционные статьи от участников программы «Открытый Мир» из российских партнерских регионов, в которых они рассказали о своих впечатлениях о поездке в США, а также о том, насколько подобные поездки полезны с профессиональной точки зрения. В прошлом, 2004 году, в подобных программах приняло участие более восьмидесяти юристов из регионов, работающих в проекте РАПП.
В выпуске также опубликована статья журналистки Светланы Ветровой из г. Вологда о проблеме домашнего насилия и о прошедшем в Вологде семинаре по данной проблеме для судей. Хорошим дополнением к выпуску стала статья одной из членов Координационного Комитета партнерства Вологда/Нью-Гемпшир с американской стороны судьи Кэтлин МакГвайер, где она поделилась своими впечатлениями и соображениями по поводу сотрудничества с вологодскими коллегами.
