On September 15th, 2009 there was a Tax law seminar covering the following topics: 1) Russian Federation tax system 2) tax disputes in trial courts 3) criminal penalties for tax violations 4) overview of U.S. income tax. There were approximately 60 participants in attendance including 19 judges, 2 advocates, 1 jurist and 38 others.
Several Russian judges served as experts including the Hon. Poteeva Angela Valeryevna, Deputy Chairperson Court of Appeals (city of Vologda), Hon. N.B. Gudushin, Judge, Arkhangelsk Region Court, and the Hon. D.A. Grigoryev, Judge Arkhangelsk Region Court, about the various laws in Russia enacted to collect taxes. Steven Notinger, Attorney, Donchess, Notinger & Tamposi, P.C., Nashua, New Hampshire spoke from the American side.
On September 16, 2009 a seminar on Court Administration was held. All in all, there was a total of 39 participants in the session. The seminar was led by Hon. J. Michael Deasy, United States bankruptcy judge for the District of New Hampshire, the Hon. Joseph Field, judge of the Maine District Court, Irina N. Rakitina, Chief of Court Operations Department of the Judicial Department of Arkhangelsk and Open World alumna of 2009 delegation to Maine; Natalya Latysheva, Chief of Court Operations Department of the Arkhangelsk Region Court; Aleksandr Proselkov, Deputy Chief of Judicial Department of the Arkhangelsk Region and Open World alumna of 2009 delegation to Maine; T.A. Duryagina, Justice of the Peace, Arkhangelsk; O.Y. Belyaeva, Justice of the Peace, Arkhangelsk; and E.V. Filimonova, Deputy Chief of Court Operations Department of the Judicial Department of Arkhangelsk.
On September 17th, 2009 a seminar on judicial ethics was held. In attendance were approximately 8 Russian judges, justices of the peace, and several judicial assistants, including: Judge Vladimir Raspopin, Deputy Chair of Judicial Qualification Collegium, Judge Aleksandr Shashkov, member of Judicial Qualification Collegium and Judge Lubov Shegolikhina, Chair of Judicial Examination Committee. American participants included Justice Thomas Warren, Jennifer Ferguson, member of the Maine Supreme Judicial Court’s Committee on Judicial Responsibility and Disability, Judges J. Michael Deasy and Joseph Field and attorney Steven Nottinger.
The following topics were discussed during the seminar: (1) Judicial Independence and Judicial Accountability; (2) Investigating Judicial Ethics Violations in the US and the RF; (3) Conflicts of Interest and Judicial Disqualification; (4) Judicial Behavior On and Off the Bench; (5) Financial Disclosures by Judges in the US and Russia; and (6) Judicial Ethics Advisory Committees.
On September 18th, 2009 a small group of ten (10) Arkhangelsk judges and attorneys participated in bench bar round table discussion, including Hon. A.Yu. Andryakov, Judge of Arkhangelsk Regional Court, Hon. T.N. Chirkova, Judge of Arbitrazh Court of Arkhangelsk Region, Zh. E. Minder, Director of Municipal Legal Department of Arkhangelsk City Government, and V.K. Morev, Defense attorney, member of Defense Bar of Arkhangelsk Region. A group of law students was also invited to attend. American participants included Justice Thomas Warren, Judge J. Michael Deasy, attorney Jennifer Ferguson, Judge Joseph Field and attorney Steven Notinger.
